I have the honour to acknowledge tue receipt of your

letters of the 23rd ultimo and the 6th instant relative to

the robbery on August 8 last at the house of Mr. To Yee Swee

The Regulations governing the import of arms and

ammunition into China are well-known to me, and I do not,

of course, question their validity; but those regulations

provide no authority or exo-se for the action of the Gratow

police in removing certal arms and ammunition from dr.

Yee Wee's house.

The position is as follows: men visiting r. 16o

Tee Sweebs house, the police discovered there certain arms

and awunition belonging to him. weither te police nor any

local authority possess any knowledge as to how he came by

tuen, and unless it can be proved that he acquired them in

an illegal manner, it must be presumed that he duly bserved

the regulations. the police have no rigat whatever to

remove any articles from the house of a fritis. subject on

the allegeú grounds that suo artioles nave been suppleā

into China at some previous date, uni as the authority of

this Consulate has been first obtained. If it is suspected

that no acted contrary to the regulations, it is for te

proper autuorities to prosenute li in tue Court to which he

is amenable, amely in tui: ongular ourt, viere the matter

will be investigated and decid & according to law.
